Research Question Scoper helps a learner or analyst decide what an investigation should answer before collecting sources. It converts an open topic into at most three bounded questions, evidence requirements, exclusions and a finite work plan. Its task is scoping, rather than screening a source set, comparing study methods or synthesizing literature. A well-written plan is not a completed search, a finding or proof that the question is novel. Supply the topic, decision or learning goal, audience, setting, relevant period, available time and evidence you are authorized to use. Identify access that is confirmed and access that is still a dependency. A possible interview, private dataset or public report is not automatically accessible, and a planning prompt cannot grant participant consent or collection permission. Omit restricted records. In the bounded example, three afternoons are available and five existing anonymized handover notes can be read. Interviews and new collection are excluded. The observed normal response recommends a descriptive question about information and structural patterns that could inform the volunteer group's note template. It keeps note dates and the eventual reviewer unknown, proposes a shared field checklist and separates collection/coding, comparison and synthesis across the three afternoons. The checklist and working glossary are proposals, not observed facts about the group's practice. Bounded task with sufficient context

Is a scoped question a completed literature review?

No. It is a planning artifact. No sources are searched or inspected, findings synthesized or novelty established by this package; those require separately authorized work and actual evidence.

What can the five handover notes establish?

After an actual authorized review, they may support a bounded description of the selected notes against agreed criteria. Missing fields do not establish real failures, individual performance or causal effects of remote work.

Can illustrative sample questions become my final recommendation?

Only after the topic, decision, population, time and access constraints are confirmed. Example settings and dates remain proposed assumptions, not facts supplied by you or verified evidence.

Does naming public reports or possible interviews establish access?
